why don't bad teachers get fired?

A lot of teachers who have been teaching a long time have something called tenure. Essentially it helps them with job security and stay hired. In California when a teacher gets tenure, it is almost impossible to get rid of them. The teacher won't get fired unless the office holder is removed from office for cause under extraordinary circumstances or chooses to resign. The teacher might then become lazy and only give out paper work.
